In bowels of the Tajik government the bill of registration of the enterprises of business by a principle of “a uniform window” ripens.

The mechanism of registration of the enterprises of business in one department is developed by interdepartmental working group led by the Tax committee of the RT.

Chairman of the State Committee under investments and management of state property of the Republic Farrukh Khamaliev have informed this on September, 17th. In the near future parliament will already examine the bill. In F. Khamraliev's opinion the pilot project of system of “a uniform window”, probably, will start in Dushanbe already in the beginning of the next year.

- Creation of “a uniform window” provides registration in one place. Also “a uniform window” on export-import transactions is provided, that is it will be one department in which people will address, - he speaks. - All these services will be concentrated in Tax committee that will reduce quantity of days of consideration of documents. Tax structures have the divisions in each area of the country, that is necessity of arrival behind official registration of papers in the center and carrying of additional expenses disappears, - F. Khamraliev is convinced.

Meanwhile, chairman of Tax committee of the RT Bakhtiyer Sultanov has expressed doubts concerning efficiency of introduction of the pilot project in Dushanbe already in the beginning of the next year. As he said, it can lead finally to duplication of functions of several departments and only will worsen position of businessmen.

- We support finishing of this principle, weigh all pro and contra and to introduce it all around the country, to the beginning of 2010, - B. Sultanov has told.

In F. Khamraliev's opinion, system of “a uniform window” is a very labour-consuming procedure and will demand significant financial costs. On preliminary data, on its introduction it is required about 1 million dollars.

Both the international experts and domestic businessmen support for already many years creation in Tajikistan of the mechanism of “a uniform window”. Existing process of registration brings to the businessman considerable temporary loss of property. On a parameter of simplicity of opening of business Tajikistan occupies 168th position in a rating among 181 countries of the world. To begin business in the country, it is necessary to pass 13 procedures, on which about 50 days are necessary. Such data are brought in the promulgated report of the World Bank “Business dealing 2009”.

Licensing is unprofitable too

One more stumbling-block for the private businessman becomes licensing. To receive the license for conducting of educational activity, it is necessary to show to licensing body the rented premise. That is the businessman, not having received the license, carries a sheer loss for rent of a premise, which does not work as yet.

Executive director of the Center of support of businessmen of Tajikistan Yakub Dadajanov speaks: “to receive the license for educational activity, it is necessary to prepare the big package of documents, on what not less than three months are necessary. After that you hand over documents on reception of the license for education, and licensing lasts more from 3 to 6 months. What happens here? If I rented a premise for 600 dollars, within 8 months I should pay about 5 thousand dollars for rent!? Besides if you open curriculums to a computer, under requirements, the class at once should be equipped by computers. For example, I have taken the credit for 15 thousand dollars in bank, to equip this class with computers and stock. And within 8 months while I receive the license, this all should stand idle? And from second month I should return both the credit, and interests”, - says Dadajanov.

Excessive procedures

As it is marked in research of the World Bank, negative change for business-environment became introduction additional administrative barriers in reception of sanctions to construction, which have increased term of consideration of the application of the investor by 160 days. The expert of the project of corporation “Pragma” on improvement of business-environment in Tajikistan Natalia Ryashentseva speaks:

- For reception of all sanctions to construction by the legislation it is stipulated more than 190 days. To start construction, it will take the whole year, and even 2 - 3. It is if we do not include the construction itself. Most of the time will be taken at the reception of the sanction to allocation of the land area, which gives out an agency of local authorities. In practice it can occupy from 6 months to one year, - speaks Ryashentseva.

Authorities recognize that the system of reception of sanctions to business dealing in Tajikistan is very much complicated. This is a barrier to inflow of investments into the country. As the chairman of State Investment Committee Farrukh Khamraliev marks, his department is going to conduct work on simplification of allowing procedures, especially in construction:

- Work on simplification of allowing system in construction will be conducted also. It is a question of as much as possible to reduce quantity of days of consideration of letters of the interested building organizations for reception of sanctions, - marks Khamraliev.

While in business of regulation of enterprise activity Tajikistan lags behind other countries of the Central Asia, where many procedures of registration, licensing and receptions of sanctions became already easier. For example, in Kyrgyzstan it was possible just for 2 months to carry out at once some large-scale reforms and to rise from 99th to 68th place in a global rating of the countries.
